At the Selborne Parish Council meeting on Wed 9th Jan 2008, it was suggested that Oakhanger should form its own parish council. On Thursday 7th February 2008, villagers held meeting to discuss the proposal, but the concensus from most was that it would be better to continue to remain with Selborne Parish Council, but to work to improve the processes to allow Oakhanger to have more control over issues that specifically affect the village. |

Planning meeting
The sole agenda item relating to Oakhanger was planning application number 24503/025 for a single storey extension to gate office TCS Hartley Lane Oakhanger which was approved . General meeting Traffic items included Latchford Lane, which had previously been tidied, but unfortunately the verges have again been damaged by heavy vehicles. It has been noted that more needs to be done to restore the roads and verges. One suggestion was to introduce laybys. The idea of kerbstones was dismissed as inappropriate for this or any future scheme. It has been requested that consideration be given to lowering the weight limit for vehicles to 3.5tonnes. A further suggestion is that the location of the pinch points be reconsidered. The clerk then reported that she had accompanied Iain Hopcroft from Hampshire Highways around the villages to examine the issues raised. Mr Hopcroft commented that he too felt that the pinch points at Oakhanger could be better positioned but issues with sight lines may prevent them being moved closer to the Red Lion. A detailed report about Oaklands farm - Jalsa Salana was prepared and presented by one of the Oakhanger councellors. This followed a meeting organised by EHDC as a question and answer session in order to obtain feedback from members of the parish. The attendance was around 45 people and the main focus seemed to relate to rights of way with regard to a short section of footpath 27, which crosses the farm and requires closure for the duration of the event. The council advised the meeting that they are able to close the footpath for three days but any longer periods of time such as the three weeks mentioned, require the permission of the Secretary of State. There was great unrest about the traffic issues including unofficial parking and further meetings will take place to resolve these issues. EHDC are looking at the possibility of a web site to keep people up to date with progress. Selborne Brickworks Liaison Panel reported that a meeting held on the 3rd December confirmed that the brickworks is now in operation running a factory for the production of brick and tile. Enough clay is held in store until next summer and no further clay will be extracted for a while. Some bricks are in the drier but not yet in the kiln. There are concerns relating to noise and emission levels and the company have six months to demonstrate compliance within the permitted levels. South Downs National Park - A meeting held in Hove on 11th December of which details can be found on the PINS website (http://www.planning-inspectorate.gov.uk/southdowns.index.htm). The public enquiry will re-open on 12th February 2008 and be held at the Chatsworth Hotel Worthing. The important issue for Selborne PC is that of Blackmoor. The inspectors report recommended that the land west and south of the village be included but the boundary drawn up by Natural England has excluded it. A discussion took place regarding the best way to communicate with the public on all matters arising from these meetings. Further ideas will be put forward for consideration. One of the main issues is that the minutes of the PCC meetings cannot be made public until they have been approved and they are generally approved at the following meeting, resulting in the information being one month old before it is available. Consideration is being given to alternative options and more information will follow. The most recent approved minutes may be found on the Village Hall notice aboard. |
